3. Policies for the implementation of programs at the Tokyo Metropolitan Sports Centers for persons with disabilities

  • (1) The Centers make further efforts to enhance the efficiency of management and to support services for users. Strengthening their collaboration with local authorities, the Centers develop regional support measures and promote sports for persons with disabilities.
  • (2) The Tokyo Sports Association for the Disabled and Tokyo Metropolitan Sports Centers for the Disabled work in cooperation to achieve their shared slogan: “Sports for anybody, anytime, and anywhere.”
  • (3) The Centers provide support programs that respond to our aging society, to increasingly severe and diverse disabilities, to changing user needs, and to the social environment.
    • a) The Centers will offer a new introductory program (a combination program with guidance and entry-level activities) for first-timers and users who are nervous due to a lack of confidence in their sports abilities.
    • b) Based on support programs designed specifically for the respective natures of disabilities, the Centers provide support for the participation of elderly people with disabilities in sports activities in an efficient, effective, and continuous manner. The Centers also offer programs which are effective for preventing the occurrence of falls and confinement to bed.
    • c) The Centers will enhance support programs for first-timers and beginners with the aim of promoting continuing participation in sports activities in a safe, comfortable, and effective manner.
    • d) Aiming at the promotion of an awareness of the joy of sports at an early stage of life and encouraging continuing participation in sports activities, the Centers develop programs specifically designed for children with disabilities.
    • e) The Centers implement programs for persons with severe disabilities and promote continuing participation in sports activities.
    • f) The Centers hold athletic meets and sports competitions for persons with disabilities to provide this segment of the population opportunities to demonstrate personal athletic achievements.
  • (4) For the implementation of effective rehabilitation sports programs, the Centers will conduct guidance, an introduction to sports, and entry-level lessons in an integrated manner and examine the consequent effects.
    The Centers will also consider maintaining an effective partnership with medical facilities.
  • (5) In order to enhance support services for users, the Centers will expand the availability of a variety of sports facilities by keeping them open throughout the daytime, including lunch time.
  • (6) Holding systematic sports events organized in collaboration with local authorities, the Centers will improve the local environment for sports / recreational activities for the disabled and promote this aspect of regional development.
  • (7) With the aim of promoting sports for persons with disabilities in each regional community, the Centers hold various sports events and provide sports lessons at schools, social welfare facilities, companies, and local sports clubs.
  • (8) The Centers establish a personnel network based on the human resource agency for the Tokyo Sports Association for the Disabled and hold workshops for sports instructors for persons with disabilities and volunteers, who support the sports / recreational activities of persons with disabilities in local communities. Establishing a support system in collaboration with various sports associations, the Centers will work on the reinforcement of the foundation of regional sports activities for persons with disabilities
  • (9) For the success of the 2013 National Athletic Meet (The 13th National Athletic Meet for the Disabled), which is scheduled to be held in Tokyo, the Centers will work on junior player development.
    The Centers will cooperate fully with the Tokyo Metropolitan Government in the campaign to host the Olympics 2016 (Paralympics 2016).
  • (10) The Centers will work on ensuring that their staff has the opportunity to further acquire specialized knowledge and skills through workshops which are effectively designed for the enhancement of their quality.
