2. The Basic Management Policies of the Tokyo Metropolitan Sports Centers for the Disabled

(1) Basic policies

The basic management policies of the Tokyo Metropolitan Sports Centers for the Disabled are as follows:

  • a) The Centers aim to contribute to the realization of the principle of normalization through the promotion of sports.
  • b) As regional sports centers, the two Centers are to be managed in an integrated manner.
  • c) With the active participation of local residents and making use of the rich experience of the members of the staff, the Centers are to be managed in a user-oriented manner.

(2) Five goals

The Centers are to be managed with the aim of achieving the following five goals:

  • a) The achievement of a sports environment in which all people can enjoy sports anywhere and at anytime
  • b) The promotion of barrier-free measures for public sports facilities in Tokyo
  • c) The promotion of sports activities for people with severe disabilities and young / elderly people with disabilities
  • d) The provision of high-quality sports programs according to both individual needs and physical conditions
  • e) The fostering of motivated human resources with specialized knowledge and the establishment of an excellent work environment in the Centers, an environment which leads the well-trained staff to work enthusiastically on the development of sports for the disabled.

(3) Seven types of coalitions

In order to achieve a society in which persons with disabilities can enjoy life-long sports, the Centers make efforts in coalition with various authorities and organizations.

  • a) Coalition with people with physical / intellectual / mental disabilities
  • b) Coalition with municipalities and local communities
  • c) Coalition with general organizations and sports organizations for persons with disabilities
  • d) Coalition with sports organizations for persons without disabilities
  • e) Coalition with related fields, including medicine, healthcare, and education
  • f) Coalition with sports organizations and facilities throughout the country
  • g) International coalitions

(4) Basic management policies for the Centers

a) Support for users

The Centers offer various support to the users from a user-oriented point of view in order that they may enjoy sports in a safe, comfortable, happy, and effective manner. The Centers aim to contribute to the promotion of the social participation of persons with disabilities and to the maintenance / improvement of the health of this segment of the population.

  • * Establishing an appropriate system of guidance, the Centers create sports programs based on individual users according to the needs of respective users and support safe and effective sports activities.
  • * Enhancing interesting and lasting types of sports for elderly people with disabilities, the Centers make efforts to help such individuals enjoy lives free from the need of nursing care.
  • * For the promotion of the social participation of persons with severe disabilities through sports, the Centers aim to study and support appropriate sports activities. At the same time, the Centers work on the promotion / support of sports activities for young people with disabilities.
  • * The Centers offer support to athletes with disabilities who aspire to participate in competitive events.

b) Promotion of sports for persons with disabilities

Aiming to assure that persons with disabilities can enjoy healthy and fulfilling lives according to their respective lifestyles, the Centers strive to promote sports and to achieve the realization of a society in which all people with disabilities can voluntarily participate in sports activities throughout their lifetime.

  • * Conducting experiential activities at municipal offices, schools, institutes, and business enterprises, the Centers promote the awareness of people of the importance of sports for persons with disabilities.
  • * The Centers foster human resources concerning sports for persons with disabilities (e.g. sports instructors for persons with disabilities, volunteers).
  • * Providing useful information throughout the community, the Centers aim to contribute to the spread and development of sports for persons with disabilities in Tokyo.

(5) Effective management practices

The Centers strive to carry out effective and efficient management, which takes into consideration user safety and satisfaction, the sense of achievement felt by the staff, and sound public finance.
