(1) Why is it important for persons with disabilities to be able to go anywhere they want ?
(2) If persons with disabilities cannot move to where they want/need to when they want/need to, what rights will they be deprived of ?

・ I would like to think about these questions with you.
In order to discuss these, I will introduce one aspect of personal mobility in Japan by providing my involvement so far.

Around 1981 - International Year of Disabled Persons – Full Participation and Equality

May 29 1981 Inauguration of the Karasuma line between the Kitaoji and Kyoto Stations
Around 1980 Establishment of the “Volunteer Drivers Association”
Establishment of the “Center for Thinking and Acting Together with Persons with Disabilities in Kyoto”
Around 1990 Publication of Access Kyoto, town informational newsletter
Transportation Bureau of Kyoto City started the operation of buses equipped with lift.
Announcement of the “Guidelines for Provision of Escalators”
Announcement of the “Guidelines for Provision of Elevators”
Non-Step Buses started.
“Wheelchair-Accessible Escalators” and “ESCAL (lift for stairs)” started
2000 Establishment of the Law for Promoting Easily Accessible Public
Transportation Infrastructure for the Elderly and Disabled Persons
